Corrections and edit notes
On-screen corrections: New York's governor is Kathy Hochul. OpenAI compares GPT-6.1 Terra with GPT-5.6 Terra. Its error rates (53.6% to 16.7% at low reasoning effort, 4.3% at maximum) are company-reported results from an unpublished internal test. NIST calls the "approval fatigue" problem "consent fatigue", and its tenets are proposals, not a law. Some short asides were cut for time and accuracy.
